The Context
Whether localities or regions have suffered from disappearing industries (like automobiles or furniture manufacturing), the increasing migration of their population to big cities, the changing retail landscape with the emergence of big stores (Walmart, Home Depot, etc.) or a retail giant like Amazon; localities need to redefine or reinvent their entrepreneurial/economic ecosystem.

LEADE, a Formula for Local Economies
Small businesses constitute the most important economic engine and employers in North America and have been under a constant erosion and stress as globalization set in and big surface retail spaces took over local businesses and economies along with their dominant and too many times unfair commercial practices. Along the years, approaches were developed into frameworks in order to help localities (or regions) deal with their transitioning economies. These approaches were designed to help local economies develop or redevelop their entrepreneurial ecosystem with a focus on creating the next big winner (unicorn). We have tweaked this approach to address the issues of the whole entrepreneurial spectrum, the new venture, the growth of existing businesses and lastly the issue of business succession.
LEADE and territorial foresight
In order to properly describe what territorial foresight is and how it aligns wonderfully with our local entrepreneurial ecosystem model, here is an extract from an article by Guy Loinger (2005). The objective of territorial foresight, which is shared by that of the ecosystem model is to bring localities out of the past which no longer meets their aspirations and to release their full potential.
“More and more players understand that we cannot simply manage a territory “by sight”, day by day, based on the demands and aspirations of voters and the emergence of needs that translate the balance of power between social groups located in this or that context. The expression of a vision of things, of a framework which makes it possible to order intentions, to prioritize them, to organize the multitude of things. aspirations and needs, to coordinate the actions of actors in order to achieve tangible results is recognized as necessary. The construction of a framework for collective action demonstrates the need for greater effectiveness of public policies. ‘better efficiency in the use of public funds, and more fundamentally, a sharing of the meaning of collective action.“
